Iran is very deep in this.

Basically, great part of the Azerjis live in Iran, which cause a conflict between the two countries. Which is ironical, Iran usually help and financiate Shia groups and countries except Azerbaijan, however, they found help in Turkey, since both countries are Turkish speaker and with a similar culture.

Meanwhile, Russia help Azerbaijan because they need to keep the Caucasus on their sphere of influence, which was affected by the Georgian conflict and the chechens, don't forget that Turkey and Russia are on eachothers necks so Ankara/Moskow could have ordered to Azerbaijan/Armenia to fight eachother.

This is basically a Proxy war.

we couldn't order them to fight each other for a simple reason - we don't fucking need a war, especially this close, especially as it's likely gonna be used against us.
