Bug Description: This allows anyone to hold a stunbaton without facing the normal issue of being stunned upon pick up if you lack the proper ID.
Steps to reproduce:
1. Turn on Stunbaton
2. Throw Stunbaton at target (Preferably one lacking access to the stunbaton)
3. They turn on throw intent, catch the stunbaton, don't get stunned as a result

I like that. So someone with access can grant someone WITHOUT access the ability to use a baton? Not a big issue, as they already have to be a MP.

Kinda tricky if someone that actually wants to annoy the MP staff catch it.
