Destroyed LV SMES room APC is lost forever

Bug Description: If the SMES room APC is destroyed beyond repair, you can't replace it. Any attempt to will give you "this area already has an APC".


Steps to reproduce:
1. APC destroyed mission accomplished
2. Disassemble the broken one and prepare to replace it
3. Cry because you can't, floodlights lost forever

Well. Let's go over what happens when you completely dismantle the apc. The other apc right next to it takes over he power load for the area. The generator room APC. If you don't want this to happen then don't take it entirely apart. Repair it instead, and this won't happen.

Once the APC is broken, not just slashed, taking it apart is the only option.

No. Repair it. Take the same path used to dismantle it, but don't weld. Instead take some metal, make an APC frame, and apply it to the mostly dismantled APC. Then just put it back together from there with a new power module.
