First of all, I searched and found old reports of this that were marked resolved. But, one still can't build things like girders in lower atmos.
Bug Description: "Can't build in hangar" zone extends into lower atmos.
Steps to reproduce:
1. Try to replace waste tank wall that griefer destroyed.
2. Fail.
3. Drag windows in from somewhere.
