Bug Description:
Cannot use Merc radio channel, or at the very least PMC, on the ally
Steps to reproduce:
1.Be pmc
2.try to use radio
3.Look like an idiot
4.Laugh madly as it actually works on the planet.

Happens to all distress groups, not just pmc. Only fails when on the almayer, the channel work fine when on planet or on admin z level. Something to do with telecomms equipments on the almayer.
