Bug Description: Infrared Emitters (labeled in Autolathes as Infrared Sensors) do not function.
Steps to reproduce:
1. Obtain an Infrared Emitter from an autolathe.
2. Screwdriver it while in-hand to make it ready.
3. Use it on itself to open its options menu.
4. In the options menu, set the visibility to Visible.
5. Attach it to any other assembly item (Igniter or Signaller is best for testing, as it will either produce sparks or send a signal, respectively, if functioning properly).
6. Complete the assembly with a screwdriver.
7. Use it on itself to open its options menu.
8. Set Infrared Laser Status to On.
9. Drop the assembly.
10. If it functions, a red beam will appear, and crossing it will set off the assembly item (signaller, igniter, etc).
11. Observe that it does not emit a beam, and walking in a circle around it does nothing.
