Bug Description: Squad Engineers cannot deconstruct consoles
Steps to reproduce:
1. Screwdriver operating console
2. Says you don't know how to deconstruct the console
Doesn't really make sense that you can build stuff like APCs and whole power grids but don't know how to pull apart a computer console.

Out of curiosity, which console were you trying to deconstruct?

One of the security ones, I believe it was a Security Camera Console on prison station near LZ1.
