Bug Description:
As a Smartgunner/RO, you are still able to refill Dry Powerpacks, making Smartgun pretty much having infinite ammo, wich should have been gone with the Ammo Update.
Steps to reproduce:
1. Be smartgunner/RO
2. Take a Dry Powerpack
3. Re-stock it and vend it, BOOM, it's full again.
