Almayer Reactors Can Be Turned On When Broken

Bug Description: After a reactor in Engineering is allowed to go critical and explode, the fuel cell's value is 0. The reactor can be repaired, but despite the cell being at 0, it can be turned on. This immediately breaks the reactor again. This is the whole bug and additional information is unnecessary.
