Not sure if this was fixed while I wasn't looking, but this is an issue I noticed relatively recently but forgot to report.

Bug Description:
You can perform bone repair surgeries even on bones that aren't broken.

Steps to reproduce:
1. Commence bone repair surgery on a non-broken bone
2. Look on in astonishment as the bone gel is not only applied, but the game tells you about the 'damaged bones' you're applying it to.

Confirmed... this was how I managed to not only fuck up the lives of 2 PMCs, but also waste 10 minutes fucking them up.
