Anyone Can Take Drugs From SmartFridge

Bug Description:

Not sure if this is a bug or working as intended, but anyone can take drugs from the SmartFridge (which itself is accessible from a public area), not just people with medical access (Medics, Doctors, Researchers, CMO).

Big problem when you have hyperzine or other drugs people like to use and abuse stashed in there.


Steps to reproduce:
1. Stash drugs in the SmartFridge
2. Gaze and be amazed as important drugs are stolen wholesale while you're busy doing other shit like surgery.

This is intended from the baycode, probably a good idea to treat it as a bug however.

That said, if access is restricted (as it should be) would certainly support giving the fridge an 'emergency' mode that the CMO (and maybe Engineer hacking) could activate that allows anyone to get drugs from the fridge and turns on a conspicuous blinking red light (obvious to law enforcing MPs and desperate marines alike).
