Building over ladders possible.

Bug Description:
It is possible to build walls over ladders on Sully, effectively preventing ladder use until the wall part is destroyed

Steps to reproduce:
1. Be marine.
2. Build walls over ladders on Sully
3. Laugh

As far as i concern, you can still use the ladders even if a wall is built on the same tile where the ladder is because the sprite of the ladder is always on the top of all other objects.

This breaks common RP and common sense. If you see this done file an A-help and any online staff member should delete the blockade that is covering the ladder. I assume this will be fixed whenever Apophis, Rahlzel, Abby, or Infernus gets around to looking at this post.

Its not on top, thats then beauty of it.
The wall is on top, same as if a resin door/wall being built over ladders.

EDIT: Sure I ahelped it, and it was locally resolved, just dont want this to happen, say, when no admins are on.
