Bug Description: If a floodlight is slashed when turned on (so it doesn't work anymore), and then the power grid fails and all the other floodlights turn off, you can repair the broken floodlight and it will provide light when it is receiving no power.
Steps to reproduce:
0.1 Find a powered floodlight which is providing light.
1. Slash the floodlight so it desn't work anymore.
2. Power supply fails.
3. Watch an engineer repair the slashed floodlight.
4. Marvel at how the repaired floodlight with no power source provides light.

I believe this toggles the floodlight state, so when you attempt to flick the switch, all the other normal floodlights turn on, but only this special repaired floodlight is off.
