It probably doesn't help that a lot of queens don't seem to really care about giving orders that much, ovied or not.
When I happen to roll Xeno, I notice that a lot of queens tend to be rather quiet more often than not, or don't really provide any useful intel updates for her swarm. Hell, some of them would rather meme than give status updates.
I'm one of the few queen players that quite ENJOYS being an ovied queen over a deovied queen, because I feel like I have so much more control over the situation due to having the ability to heal at will and see what ANY XENO sees and beyond.
Compare this to Staff Officers, who can only REALLY do things provided their SL is willing to do them. SOs can't fire OBs at will, they can't send supplies whenever they want, and they most certainly can't observe every marine unless they were all forced to wear helmets. Being a Staff Officer is indeed boring and frustrating because of how limited it is, but being an Ovied queen? Despite what people say, the queen has a way better time of it.
I still disagree that screeches are the only way to halt a marine advance, because I had many experiences as queen where I managed to overcome stressful situations because of a little thing called COMMUNICATION and ORGANIZATION. A queen that is ovied is a queen that has more freedom to talk to her hive and keep them updated, able to focus on the tactical side of things instead of doing constant banzi-charges that may or may not result in the queen's death if she over extends or her swarm leaves her to die.
I still think that queens that deovi too early into the round are just queens that lack any sense of confidence in their ability to communicate and command, and instead resort to brute force in the hope that the marines will crumble to a few well places screeches, which in turn sadly has the side effect of causing xenos to rely on it more than their OWN tactical senses, causing a lot of xenos to believe that brawn is the only way to play xeno.
Xenos can't rely on screeches forever, those days are coming to an end.

Re: Queens and early deoving: Panic, or old meta habits?
I tend to put a basic order for the hive orders relating to free evolution. It's easy and it has started to serve as a calling card. I find people are much more likely to listen to me when they read it because 'Oh it's THIS Queen, now I know I'm in good hands.'
Otherwise I try to handle all of my orders in real time. I have a more hands-off approach to leadership because I find people generally work best with a degree of autonomy, but I'll also put my foot down if I need to get something specific done.

Re: Queens and early deoving: Panic, or old meta habits?
here's my tip to never lose as queen.
1. free evo, no one wants to play as a caste they don't like, let the other players have fun if you get an unbalanced hive oh well.
2. don't be a dickhead queen yelling at the xenos, let them have their fun, state you need a couple certain castes like hivelord or drones and you'll eventually get them.
3. know when to deovi, and while in ovi constantly run through the hive status list.
4. have fun yourself

one thing I notice is that (maybe) because of the cooldown timer on re-oviing, when a queen deovis early she tends to go fight instead of attempting to rebuild the hive somewhere else secure
in other words queens almost never deovi to run away/rebuild prematurely

I play Xeno 99% of the time. All castes.

Don't care.
Having noob players happen all the time.
Symbio or Yaro kick ass as early de-ovi as much as noobs will get themselves killed with an early de-ovi.
Happens. Just like marines having newbs.
