This is the unedited version in gmod.
The rest is a whole lot of layers, filters, and masked parts on gimp.
Most of the gimp work is to hide the low-texture level of the models (Compare with her arm or the brown girder in the hole), color things properly, and bump up some parts of the image. You can notice how the face is far more prominent than say, the legs of the dude on the left. Also some soft red-alert lighting on the corner, but not too empowering so it's not noticed as much, keeps the focus on the character without needing to add some hard-to-manage blur effect.

Why not use cell shading? I feel like it would look good and might be easy to edit pictures into that style.

I'm gonna toy with gmod's effects in the near future, but honestly, they're not that great as they tend to lose bumpmapping, which often contains plenty of detail.
