Considering that we are in a CLF zone where many colonys have Join their cause, a automated distresscall happen, USCM arrive in orbit and no presence or Comunication from the colony, USCM use the announcement as a hailing to the colony, no response. Can a Commander staff assume that it's a possible ambush and Tell the marines to don't ler civilians get close because they van be suicide bombers, check for bomba before anything, If the civilian don't comply they can use warning shots and If the civilians Stiller don't comply and continue or return tire, they can use lethal force?

Not really. They can always be cautious and have that possibility up there but it'd be a bad idea to assume they're all CLF collaborators from the start. Depending on the colonists that can change though.

Yes. They're returning fire and not being compliant. Commanders are also allowed to give such orders to Marines. Commanders, however, CANNOT make a peace treaty or anything just as stupid without fucking contacting High Command.

Marines should always treat Colonists as possible insurgents, disarming them appropriately whenever possible.
Though depending on the map, Marines will be seeing horror level signs of struggle before making contact with a survivor.

Shooting possible terrorists..? Nope. Disarm and remove their weaponry? Yes. Absolutely. Be cautious if they are in a defensive position, but don't fire first? Yes.
You still have procedure. It's the reason why MPs disarm survivors when they come up.
I'd say basic rules of engagement towards civilians/possible insurgents is fire if fired upon ( granted HC orders could change this)
As far as "warning shots" go? This isn't RL. Context is everything and a "warning shot" in CM can often be interpreted as a shot to kill.
