Survivor Procedure for MPs
We really need a procedure for the survivors once they arrive on ship. All too often the survivor comes up, gets taken by the MPs, de armed , and then meets the CL, RPs a little then is relegated to wandering.
Sometimes they get their ID made... almost never are they put in the security system. Meaning photos side and front must be taken. Fingerprints taken.
Details like name, age, notes.
So few MPs actually do that I think and it's not because they are too busy.
If we were to have a procedure it would look like this :
1. Receive survivor/civilian
2. Bring to brig
3. Disarm and search in hall. Make sure to line em up against the wall and check everything.
4. Bring to south brig so they are near the sec computer that is by the evidence of room. If you found any contraband such as weapons deposit that in the evidence room later or get a fellow MP to do it.
5. Scan their fingerprints and take their front and side pictures
6. Give them a basic radio set while you are at it.
7. Make a new file in the sec records computer. Ask the person their name; input it in sec computer, age; input, etcera.
8. Bring them to CIC so the XO, CO, or a Lt can take a look at em and make them a ID that allows basic access and Identification to the person.
9. Release to CL/inform them of CLs office location. Don't forget to mention we have a R and R room
10. Go back to sec computer and input the person's picture and fingerprints into the sec file you made for that person.
It may seem bland but is easy and more common sense than anything. This can be task conducted by only one MP but having two helps you have a partner keep an eye on them and dispose of contraband easier and faster .
Also, there should probably be some procedure for the marines on handling non cooperative civilians. What authority do the marines have over them? Should MP(s) get involved on the ground to handle the situation? It gets to a point where sending a non cooperative survivor to the ship armed is just not IC sensible but also is impossible to detain them due to lack of authority and non lethal methods

And I don't think they are allowed to take up unwilling survivors, however most of the time they get dragged up anyways.

MPs have no jurisdiction over survivors, as survivors are not military personal and therefor they don’t have to abide by Martial Law. Of course they have to follow Space Law and you can bring them for that but for marine laws they’re free to go.
For survivors who refuse to come willingly, you don’t arrest them. Cuff and bring to medbay for a psych evaluation and hold them in a medical observation room until docked with the nearest station. That’s how it’d probably go in real life.

Every person on the Almayer must adhere to marine law, and while I don't think we can just take survivors from the surface the fact that a distress signal was sent to the USCM should give the USCM jurisdiction over the colony. SLs have been given one use cable ties, and I could see them being used to bring survivors back on the Almayer.
On another note, if you are a survivor that doesn't want to be rescued to the Almayer, why play survivor? You could play as a squad marine and just loot that ground stuff.
Honestly survivors should have some more liability for their RP, some people treat it as a pass from the mental health rule for marines.

Survivors are subject to marine law, the civilian side.
USMC has jurisdiction over the Colony during the operation and any ground side law enforcement like Marshalls are expected to cooperate with the CMP and the MP staff.
I always try to follow the same procedure you outlined.
Photos, prints, security records, IDs and whatnot but often the survivors are uncooperative, don't like waiting for me to fill out all the paperwork and stuff and the other MPS aren't always helpful in conducting said procedure.
Some survivors are kinda low RP and don't understand or don't care that's it's a military ship during active operations that can't have potentially unstable or armed strangers running around.
And sometimes if I get swamped with a large group of survivors I don't bother because it gets repetitive and starts to take too long and I hate delaying a players round having them wait in the brig for me to deal with all that shit.
Honestly it depends on how I'm feeling, how the survivors are acting and whether or not I can get all the paperwork and shit done before some researcher blows up the upper medway or the MPs all get called to deal with a random shooter or an MT causing trouble.
(one guy was acting crazy and pretending it was the 1400's or some shit, chucked that lunatic in permanent, threat to the ship, mentally unstable)

The only problem is bringing them up to see the CO or XO half the time they don't want to see them or be bothered by them. They usually just nod at them and such, but there are times like with Heinz when the survivor will be talked to about what is going on planetside.

I think it depends mostly on the survivor themselves than anything else. If they’re cooperative and willing to go through the procedure, it really is a good way to fill out paperwork whilst roleplsying with the survivors. But sometimes, you get lowrp, uncooperative survivors that make you not want to bother, especially if it’s a group of them doing the same thing.
