Personally, I believe a CO is like a Operational Commander. He does the broad strokes while his XO and Lts make sure the shit gets done.

Being a CIC CO is fun, although you must rely on others. You can make those broad strokes but only step in and inform by necessity to see the plan and/or goal followed. Likewise, if you want to ground CO...fine. Just make sure you are STILL running the show even planetside. Check in with Req and CIC now and then. Relay orders to the XO and information to better adapt the flow of combat and operational ability of the battalion.
Being Ground CO is great, but you can't just take your hands off the wheel. I like to play CO like I'm responsible for my men, their performance, and the ship. Failure is bad, but losing the entire force of men and even the ship is worse.

More specifically that one SO who demands to be deployed to the planet for "organization duty" of some kind, read: Yell over comms and charge the frontlines with my M41Mk1 and die a glorious death to get to Valhalla.

Meanwhile there's only the XO and 2 other SO's in the CIC. Our local CO hero decides the only rational and ideal place for him to lead is on the battlefields frontlines on first contact with the enemy where his white shinny hat will not stand out and totally not drive the xenos to target him, no sir re.

Marines aren't receptive enough to make any kind of strategy viable.

RP is barely alive here, even for COs. (Naked tackling dude insulting? Woah I need to execute this marine!)

XO with a gun? In late game probably.

I personally think a CO makes sure everyone does his job. AKA constantly checking if anything goes wrong (medbay, req, tc/po) and fixes it through authority.

Yeah, the commander, by my understanding, is like the director of a school, and the XOs are the professors, if one of the professors do something that is wrong, the CO shall intervene, otherwise, he shall focus on the planning of the next set of actions.

Well, CO is basically a XO with fancier clothes, a revolver that can actually kill something, and with a license to kill anyone onboard that he pleases.

However, the CO's actions are weight much more then a XO's. For example, if you are being a dictator, and do shit that marines don't like, you'll probably cause a mutiny and get decapitated.

If XOs do somethin' that marines dislike... ehh, chances are, they'll shrug it off and move on.
I play Sydney 'Lilly' Wood, the totally not depressed doctor, And the marine Dylan Bell, that probably joined the USCM by accident.

i'd think that the CO is best suited for roleplay, and as long CO and XO are confident that the XO can run the show on the ground, i'd expect the commander to be someone to command the whole ship, being contacted by medbay or engineering, and pestered by the CL and WO. Obviously they'd be expected to take to CIC business if required, but generally they'd let their second prove themselves, after all they're on the road to CO themselves.
