It Doesn't have to be 100% Penels, As then If it was the convicts can just overrun the ship and make it a Pirate ship, So I imagine there is a few regulars to balance it out.

And also to support the Theory MPs aboard the ship are tougher then your standerd MP due to this

The USS Almayer is a punishment posting for the CL. Its like the best way to advance in position for the paper pusher... but also a dead end, shitty job.
Same thing I'd say applies to the Captains and other Officer staff of the Almayer. Basically a punishment posting. You fuck up or someone wants you out of their hair? You get sent to the USS Almayer. Top that off, you've got command over a unit with a track record for disorganization, disrespect, and (if my thoughts are right) criminal history.

Sure you've got the regulars still on the job but they would likely be the NCO's and Officers. Perhaps the Specialists, SSGTs, ship crew and officers are the regulars... the rest are extremely expendable penal/conscript marines.

In a situation like that... its easy to see how Marine Law on the USS Almayer might be specifically tailored to suit the nature. And the MPs are hardasses because they know the shit that could go down at any moment. Hell, you could even say there's BEEN multiple mutinies on the USS Almayer, but they've been put down multiple times (Successful or not) with the crew..."replaced" and ship being cleaned then reput in service...again.

Wiki is also interesting. Ship was designed in the 2150s... but christened in 2170s...then given a retrofit 8 years later.

To put that in reference... the ship DESIGN is older then the MK41A pulse rifle. And the ship hasn't had a change for over 8 years... its becoming overdue for another retrofit.

If they are retarded and foolish, you could argue the hive was in hibernation for much too long/mentally fucked over by WY research.

If they are genius/robust, you could argue this is because of extensive planning in hibernation or mentally fucked with by WY research.
