As to the question itself, probably Boris or Harry Cowper. Then there's Everett Dreyfus who soloed a bunch of T1s, T2s, T3s and Predators in one on one combat.

Given that Boris is banned and that I haven't seen Dreyfus forever, Cowper takes the throne.

I wouldn't say Caddy is the most robust but he's as close as it comes to a reliable standard marine.

I consider myself fairly bad at CQC (When it comes to melee weapons anyway) but I've always and will always consider myself one of the most dangerous people when it comes to ranged combat in SS13.
Back in the day I was known for my stungloves, Taking entire nuke teams down and whatnot, But really it was the guns I stole from them that would kill most of them, The stungloves just got me the means to the end.

Being robust is too broad tbh.

Though it's less applicable to CM, being prepared for a situation to the best of your ability can be called robust, but so can being the best at clicking stuff, and that's just with combat.
