Personally, this was a step in a right direction, however i am not gonna whitelist for a Commander any time soon, or probably ever.

I don't care if I'm the last marine alive, I'm not, nor will I ever be, CO.
It's not because I care what my subordinates think of me, as SL I already don't care half the time.
It's not because the Sulaco is filled with dangerous stuff that could go off at any minute.
It's not even because the groups like PMC's and Mercs always trying to kill CO on a semi-regular-basis (and your own soldiers do it on the regular).
It's because people will tell you what is wrong. And something is always wrong. And as CO, you are always the first guy to be told, and the first to deal with it.
If one of my marines runs off despite us being ordered to hold FOB, and suddenly dies... not really my problem. But stuck on the Sulaco, there is NO escape from the stupid questions, the constant issues, and the sheer, dumb, sheep-like confusion.

Being a Commander sounds like a shitty position but, I see why they made it a whitelist. I'd rather go for Predator.

So, a day before i accidentally played as BO. Well, we had 3 COs and 2 XOs that round 2 COs and 1 XO just left even before landing. Last CO just run arround the sulaco and go to planet WHEN WE HAD NO DAMN COMMAND! (oh eah, he was attacked by mutineers from one of the BOs and marines from alfa, before he goes down to planet) Obviously he gone after that. There was only me in bridge and 2 other BOs who knows where. Last XO just played with the guns that left after mutiny, waited for IB and died from them.
I AM COMPLETELY FOR A WHITELISTING COs(better whitelist whole bridge, but CO and XO would be a nice start)

Fuck Commander.
It is honestly one of the most useless roles in the game unless he happens to be manning an Overwatch console.
Req wins games, Medsci wins games, Marines win games; Command loses them or gets the hell out of the way and lets Req do its job.
Bottom line, it's not that a good Commander will win games so much as that he will not lose them via incompetence and suicidal orders.

I disagree. Commander manages all resources allocation and prioritises which squads get them. He evaluates multiple situations and uses the information to relocate squads, from pincer movements to retreats. He is a unifying figure to all marines, his orders are followed by the majority of the force, which could be scattered and disorganised.
The difference between an average command and a superb one is clear, just as it is between a average queen and a superb one.
However command merely doesn't have the spotlight as the queen does. So they generally go unnoticed unless it's all going to shit.
Just like it is with RO, Medical.

Sometimes you don't have BO's, so you have to manage ALL the 4 squads at the same time, plus the medbay, req, engineer
It's like when you have to manage 8 children alone, it's hard as fuck, and if something goes wrong, everyone will blame YOU
Marines never blame themselves because they lost the planet in 1 hour, it's always the Command or the CO

You give general orders that aren't retarded and hope for the best; you can't do the sort of helicopter parenting micromanagement that might actually make a difference and actively help win given the size of conflicts in CM because your intel is too delayed and low quality (SLs and BOs are virtually always going to be better than you at this anyways).

Commanders don't handle resource allocation, they pass requests along to Req which then does resource allocation because they have the real time knowledge of supply constraints. They can order prioritization of drops, but a good Req will have multiple crates ready ahead of time so this is only impactful with bad Req.
His intel is too low quality and deferred to do effective micromanagement of the conflict (see above).
The most significant things the Commander can do:
#1: Determine FOB (i.e. don't order it to be somewhere stupid).
#2: Determine an assault outpost/rally point from which to order an attack.
#3: Timely withdrawal order based upon information from the SLs, including to the Campaco (BOs often have a better idea as to whether or not their squad should withdraw than you).
#4: Pass supply requests along to Req (BOs often have a better idea as to what supplies they need)
BOs and XOs can help with all of these except the FOB call.
Most of this isn't about actively winning so much as it's about not giving bad orders or having the marines do stupid and suicidal things like (stay) commit(ed) to a losing fight.
