What do you think is the job of a Commander? To MANAGE the ship and crew. (edit) As in, to make sure every department head is doing their job right and to either tell the XO to step in if they are missing or need help or to step in yourself. Or to replace the department head if they cant do the job right.
If a member of your staff is disobeying orders, how would you handle it? Tell the MP's they are being insubordinate
Why should you be white listed? I primarily just want the option to play as a commander available to me, there have been a few times i think a commander would have been useful and the other white lists didn't choose it for that round, i also play XO quite a bit so its a natural progression. I have spent a few rounds as a XO without a commander where being a Commander would have been better to play as if i could. Plus it looks fun in its own way. That and i think i can at least RP as a CO/XO fairly decently.
Note: I dont now if staff counts as white list or not and i dont know if you count it from the day the app was made or denied. Further note, those are all the apps i remember doing in the past year.
