What you just saw is a grown man, most likely weighting at least 180+ pounds charging AT FULL SPEED at riot shield, and you know what happened? THE PERSON USING THE SHIELD DIDN'T GET KNOCKED OVER! WHY? PHYSICS, POSITIONING. IF RIOT POLICE JUST GET KNOCKED OVER WHEN A PROTESTER CHARGES AT THEM THEN WHY EVEN USE THE SHIELD? I MEAN. Mate. If you want a fair fight against a marine then you should, you know, doesn't have a riot shield.

Also, Crushers and Ravs are unaffected by riot shields I think

Beyond that, there was an idiotic and completely sincere suggestion by Paradox not too long ago to reduce marine movespeed by adding gear encumbrance and we all know what happened.
