Summary (a quick, 2-3 sentence summary): With the importance of cargo, and the ability to miss the RO letting bridge staff know supply drops are ready due to the high volume of radio chatter, the RO should have a big voice on the radio, like other command staff.
Benefits (How this will benefit the server and game as a whole): SLs won't have to wait 20 minutes for a supply drop and ROs wont have to type '"X" SUPPLY DROP READY' forty times

Considering that often in lowpop RO is highest ranked officer on ship, having COMMAND VOICE would be quite useful.
