Add a recipe for the creation of welding fuel; Hydrogen + Carbon + Ethanol, creating Welding Fuel on a 1 : 1 basis of input U to output U.

Aren't there 1000u fueltanks scattered around engineering, as well as planetside?

When would you even run out of these? Granted, I have not used the flamethrower since the new update, so I have no idea how much fuel you go through using the welding fuel method.

Flamethrower holds 150U of fuel; between that and the welding tools and the occasional mishap, I can see running out being a thing now.

Besides, no reason not to have such a recipe.
