Summary (a quick, 2-3 sentence summary): Robolimbs print faster, surgery to attach is quicker.
Benefits (How this will benefit the server and game as a whole): With cloning removed and defibs buffed, marines missing 2-3 limbs are a frequent sight. Attaching prosthetics takes so long that I've taken up the habit of reading a book while doing the surgery. There's no need to penalize the few marines that actually survive the trip to Sulaco with such long treatment.
Details (Description of how you think this would work, the benefits, etc): The bio printer works faster. Surgery steps are performed faster and are changed to scalpel-hemostat-retractor-limb, so they can be performed all at once with the IMS if recovered/researched.
Implementation (Optional, if you have an idea how to implement it): Few numbers in code.

+1, so I don't need to pre-print limbs in advance all the time.. You will end up waiting for the robolimb to finish printing even if you started printing before you begin surgery.. which gets on my nerves sometimes =P

Just pre-print before you engage in sutgery. It does not take that long. By the time an average person is done with surgery, robotic limb will be made ready.

Print a limb, begin operation, print finished, print another limb. Finish operation, begin new operation, print finished. Operation Finished.
You need to make use of your time, this is the key to be efficient.

I just pre-print douzens of limbs when I do stuff.
CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.
