Add ability for Command to set acting SLs

Summary: Often times in the late game or in low population rounds when the SL is either dead or never existed other squad members often as low as CPLs are forced to take command. Command should have the ability to "set acting SL" to one member of a squad in situations like this which would make their text larger and easier to read for the squad.

Benefits: Would strengthen marine organization after the departure of the original SL by any means. Additionally new spawns or people who didn't hear about the lack of an SL would see the larger text on a CPL or other and immediately know the current state of command.

Details: Command should have the ability at one of their consoles to "set acting SL" which would make the person's text SL size and potentially change their tag (PFC, CPL, etc) to T-SL (temporary squad leader) or something similar.

I like this idea, but marines should know to take orders from the next person in chain of command, Specialist. Anyhow, this wouldn't hurt Command nor would it waste their time. What would be more a good idea is that the gears visibility changes so it is easier to identify a newly appointed Squad Leader.

Personally, I believe that specialists and others don't have the same authority as the SL, which kinda comes from the size of the text in a way. Unless they're well known players, nobody usually takes their word as seriously as they do the SL's. This should help add a little more authority.

Attention received, the way I envisoned it was in the overwatch monitor somewhere in the menu near where it tells you who the current squad leader is that there would be an option that either appeared once the SL dies or something similar. Once the XO clicks it they would see a menu listing each member of said squad and their rank (possibly if they're SSD, I don't know how specific devs can make this) and then set one of them to be acting SL. Once somebody has this title their font size in the text chat would reflect the change. What this would accomplish in my eyes is that it gets the point across immediately that the original SL is dead, and that the person with the larger font is in charge. I've seen a lot of times people who either don't pay close attention, go into crit for a while and are revived, or are late joiners be unable to discern if the SL is alive and who is leading the squad which causes a break down in command and organization.
