Name Labelers in Dept

Summary (a quick, 2-3 sentence summary):
Add name labelers to Engineering, Medical and Brig as to allow the marking of each individual's locker. On Aurora Station to keep people from stealing each other's shit, you mark what locker is your's. Would work here too.

Benefits (How this will benefit the server and game as a whole):
allows less confusion as to who owns what locker.
