Hive Status for observers

Summary: Let observers use the hive-status verb, like they can use view-crew-manifest

Benefits: Give observers a better idea of what is going on, and improve the observing experience

Details: Observers can already see the crew manifest, so why not the hive status?

Implementation: Let ghosts use hive-status I guess.
