Staff Officers can send requisitions orders to Cargo via console

Summary (a quick, 2-3 sentence summary):

Make it so Staff Officers can transmit a list of gear to a console in Cargo.

Benefits (How this will benefit the server and game as a whole): I haven't played much cargo but I have played a decent amount of command roles. And from that experience I can tell you that keeping orders straight can easily become a mess when orders are flying left and right. This quality of life update would increase the efficiency of cargo.

Details (Description of how you think this would work, the benefits, etc):

The process would be like this.
1. Squad tells SO what they need
2. SO clicks on the "Requisition equipment" button on his console, fills in some text and then hits transmit.
3. Console in Cargo prints a paper saying ALPHA ORDER or what have you.

Implementation (Optional, if you have an idea how to implement it): Add a console to requisitions or add function to an existing one. Add the aforementioned options to the overwatch consoles as well.

+1 if there's also a sound. I know some ROs or CTs that just leave the paper on top of the console and don't check them.

Put the cargo consoles in overwatch pretty much. Would be nice to have. +1
