Whisky Outpost - Smartguns

Summary (a quick, 2-3 sentence summary): Either implement smartgunners for the WO or unblock the smartguns for the Specialists as they do spawn with such equipment only to wake up being ID LOCKED from their own mostly only available weapon.

Benefits (How this will benefit the server and game as a whole): It will fix the issue for marines who end up dying because they don't realize in time that their weapon is locked for class not available in the mode.

Details (Description of how you think this would work, the benefits, etc): A small portion of specialists who spawn with random crate spawns with smartgun ending up without any fighting equipment which is stupid, changing the code would help fixing the issue, either by implementing smartgunners or creating separate type of smartguns for the specialists for WO.

Implementation (Optional, if you have an idea how to implement it): Code? It appears WO has separate loading script...
