Conflict Escalation - a logical reaction from the uscm
Summary (a quick, 2-3 sentence summary): (EDITED TO REFLECT OBJECTIONS! RE-READ!)
after 40%(the proportion is up to you! this is just an example amount. experiment and find a good balance) or more active marines have died (or some similar condition, exact details are up to you), cargo receives points more rapidly, or perhaps a significant 1-time lump sum of points, and access to better/restricted equipments to reflect high command realizing that some serious shit is going down if their marines are being butchered.
Benefits (How this will benefit the server and game as a whole):
more participation for cargo and supplies to bolster the fight on the planet!
makes aliens value capturing and impregnating hosts more, because they will become better supplied sooner if you just slay them willy nilly!
encourages marine commanders to order their men into action!
Details (Description of how you think this would work, the benefits, etc):
the alamayer obviously has a fairly good lifeline to high command to be receiving regular supply shuttles, so it is totally IC consistent for this to happen.
aliens grow more powerful with time. this is a MID-match power bump for marines meant to mirror this and try to give the aliens a challenge.
the current alien strategy is to slowly whittle away at the dwindling-supplies marines while they enjoy effectively infinite regenerating health and regenerating acid spit ammunition. this will help make the on-planet fight more competitive by giving the marines a boost of supplies to call down!
ALSO PLEASE REMEMBER: all the supplies in the world will go to waste without GOOD CO-OPERATION to use them effectively!
heading off possible further objection: marine commanders would be foolish to consider this an excuse to throw their men's lives away! every marine is important! every marine captured and nested is a potential future alien that will gnaw at their guts!
Implementation (Optional, if you have an idea how to implement it): coded mechanisms to make the change in amount of cargo points and cargo buy selection happen when a big enough proportion of marines have died

Yes, please. Considering how fast usually aliens steamroll marines not every Req will be able to make the most of this, but if they actually do, they can finally help marines in last stand.

Marines should fight the xenos on the planet. I don't want another reason for the marines to be passive and just wait for xenos in the FOB until enough dies to evac.

I think there's two problems with this. The first is that marine rubberbanding of any kind WILL be abused, or at least push command towards taking on certain strategies that normally should be suboptimal, or at least high risk high reward. In this case with the 75% loss threshold, acting-CO-XOs who really want to secure marine majors could find it convenient to just three squads on a suicide charge against the aliens and then use all the extra points to send down a shit ton of turrets and reinforce the FOB or something like that. The second problem is that this shouldn't really be a problem with whitelisted COs who are familiar with the flow of the game and need to have a roleplay reason behind any decisions, and staff who will constantly urge the sides to push against each other.

Marines SHOULD lose if they leave the planet.
The problem is, thats not how it works.
Marines actually have a SIGNFICIANTLY HIGHER CHANCE of winning if they evac because they actually have decent, pre-made defenses on the Almayer. The colony, in contrast, suffers greatly as its not very defensible unless you order a lot of supplies or use all your starting supplies on one location due to how Xenos currently steamroll FOB's.
Even good Engineers tend to ignore making FOB's and wait to get steamrolled so they can evac to Almayer because FOB's on planet are TERRIBLE. They just don't last long enough most of the time unless Cargo gives you like 200 plastisteel + at the start of the round.
Even then, with significant defensive structures debuffs like stacking defenses being nerfed, and many other issues with Engineering ive droned on about, your best chance at a decent last stand is either Admin bus (feweh making Nexus FOB require a direct confrontation due to respawning walls and r-walls), or retreating to Almayer.

hm hm, i hear your objections. i wasnt aware that the alamayer attack portion of the match was supposed to be a meaningless one-sided victory lap for the aliens
very well then, just have the escalation happen earlier :3
bump it down to 50% of marines dead, or 40%, or 30%, so they get their buff earlier and can compete on-planet with more goodies

Not sure if this would do any good, currently cargo and command still don't coordinate very well with the current supplies they have.
