Summary (a quick, 2-3 sentence summary): Have a seperate Chemical Storage restricted to civilian medical personal, or be able to toggle an ID lock between Doctors+ (and CMO/researcher) and medics.
Benefits (How this will benefit the server and game as a whole): Allow a place outside of the CMO office to store any medication not authorized that isn't accessible by Marine Medics. This would help place emphasis distinguishing marine personnel and civilian personnel under the employ of W-Y.
Details (Description of how you think this would work, the benefits, etc): Either create a second Chemical Storage only accessible by Doctors+, or give Doctors+ the ability to toggle Marine Medic access to the current chemical storage.
As it stands, before the research overhaul there is little to do as researcher. Creating chems is one of the more useful ways of spending your time in the early round. This would allow you to perform your job without having to jump through hoops acquiring authorization. You can perform a useful part of your job without immediate fear of harrasment from Military Police. This would also help not bog down immediate requests for both the CMO and Command staff.
Furthermore, it would allow MPs and Command staff to remove Chem access from those who would be demoted under marine law, without barring Chem from the entire medical staff.
Implementation: Maybe something like a login like the criminal database could work. It could show a printout of who accessed it, and what they put in or withdrew.
