Discord bot to announce round ends

Summary (a quick, 2-3 sentence summary): A bot within Discord that has a channel where it announces the round end as well as the round result.

Benefits (How this will benefit the server and game as a whole): Makes more consistency and satisfaction for everyone by making it easier to know when a round is about to start.

Details (Description of how you think this would work, the benefits, etc): A bot like this, in the implementation I've seen it before, would...

- Have a command to show the server time, for example 1:32, as well as if the round had ended or not.

- Tag a 'subscriber' role which it can add automatically by request whenever a round ends, along with the duration as well as the result.

- Various miscellaneous admin control stuff, that I don't really know much about.

Implementation (Optional, if you have an idea how to implement it): I'll post the github for how another server implemented it, maybe that will inspire the devs.

Paradise Station's Discord has a channel with a bot that does things like notify you when the server restarts. Basically we need something like that.

we could probably lowkey pilfer the bot from another server and devs could do the compatibility things between the server and the API.
