Alcohol Tolerance

Summary (a quick, 2-3 sentence summary):
Give the UPP complete tolerance to alcohol. UPP is stronk and should be able to use the vodka they spawn with like water.

Benefits (How this will benefit the server and game as a whole): RP and QOL for anyone who happens to spawn as UPP when it becomes a full on ERT.

Details (Description of how you think this would work, the benefits, etc): It could work by having a character with whatever the unique designstor for UPP is not be able to suffer the toxin damage or walking impairment from alcohol.

Implementation (Optional, if you have an idea how to implement it): Not exactly sure on the level of difficulty for implementing this but it shouldn't be too hard.

If they are completely intolerant to alcohol it should behave like 15od QC. Alcohol, the new anti UPP
