Summary (a quick, 2-3 sentence summary): The nest delay used to be about 10-20 seconds, to keep people from abusing the unnest + tackle spam + re-nest method of keeping people from escaping. This has recently been downed to 3 seconds-ish, which allows rampant abuse of this mechanic again. I suggest upping the delay once more.
Benefits (How this will benefit the server and game as a whole): Less marine salt, more escape chances, less mechanic abuse by xenos.
Details (Description of how you think this would work, the benefits, etc): Read above.
Implementation (Optional, if you have an idea how to implement it): Coding.

Re: [Xeno] Nested Delay
Do people do this? I haven't seen this happening ever and I hated dealing with the delay when moving marines around. It was artificial. If marines are being watched closely enough that this mechanic can be abused (again, never seen it happening, much like your 'throwing dead marines into windows to kill them forever' bug report) then the possibility of them escaping is already zero unless marines push to save them.

Re: [Xeno] Nested Delay
You used to be able to de-cap dead marines by slamming them into tables; I found that out and it got patched after I reported it. Window smashing is a crude form of it but it still does damage to corpses, which is a loophole to the original "do not touch corpses" mechanic in place, hence its an exploit.
As for this, it was always a big delay to prevent memeing marines constantly in their nests unless you were a sentinel / spitter / prae. Now its gone and anyone can meme you since the delay is around 3 seconds.

Afaik if you get unnested+tackled+nested again your breaking out countdown isn't interrupted and you can break out again when it finishes.

Re: [Xeno] Nested Delay
-1 If you play as an alien and often go on nestguarding duty you will feel the frustration of idiots 'accidently' or accidently unnesting marines then having to tacklespam them for half a minute by the time you can renest them again, and don't let me tell you about unnest chains or having to move a marine because a new player has zero idea of where to nest them (like putting marines into nests next to eachother without there being doors inbetween them).
The abuse IS a problem but we need a different solution than this.
