Locker construction/deconstruction

Summary (a quick, 2-3 sentence summary):
Allow locker construction and deconstruction.

Benefits (How this will benefit the server and game as a whole):
Permits for more cosmethic and sorting additions.
Allows to salvage material and adjust the possitioning of things.
Generally a simple, nice addition.

Details (Description of how you think this would work, the benefits, etc):
Examples:
2 sheet of metal = locker.
Screwdriver + Welder for dismantling, gives 1 or 2 sheets.

Implementation (Optional, if you have an idea how to implement it):

CM was obviously inspired by Starcraft: Ghost opening. At least when marines takes too long to deploy.

I'm fairly certain you can already deconstruct lockers. Just weld or wrench them while they're open.

In the past this was a thing, until they removed it when they made lockers immobile. Also, it's possible to deconstruct them, just not construct them. Use a welder.

+1 I want them to be constructable again

Yea I know about deconstruction, just wished to make it a tad bit more complex if anything, but can be kept the same.

+1 bump. Due to the fact that marines can no longer move lockers, i say it would be nice to readd them to the metal build menu.
