Are Chem-Box Satchel Charges Powergaming?

I just got admin-pm'ed today stating this particular message: "There's powergaming, and there's carrying a full box of satchel chem bombs." And I'm confused. So it's okay to build single chem-grenades, but not put them in a box because it's powergaming?

They are. Let there be no question about it. If you are making large batches of max cap nades, along with a detonator, putting them into containers, and then handing them out, you are powergaming. If you are traveling to the planet to destribute said charges, you are powergaming even more. I will likely submit changes today in order to deal with this mechanically.
