Shell casings? (Joking in response to spent injectors)

If somebody is actually littering, the crime is Hooliganism though.

Do weapons in req count as unsecured?

Does it matter if they are on the floor or if they are on tables/racks in req?

I have seen the RO getting badgered about this lately and want an official answer.

If the weapon is on the ground/over broken racks - unsecured

The weapon is on tables/other objects to store equipament - Fair game

Apop talked about this the other day in voice chat. If a weapon is in cargo at all its secured. Even if it's on the floor. As he put it "Its a tripping hazard, but not against the law".

The same would apply for places like Medbay and Engineering or prep rooms. If it's ment to be in that department then it's secured.
The law it to stop people from tossing shit out into the hallways where survivors or jobs that arent ment to have some items and such can steal them.

So the medbay lobby would still qualify as an unsecure zone, but past the triage doors would be secure, correct?

I would say if a doctor leaves medical supplies unsupervised in the lobby it would be a crime. Past the triage doors, in the supply rooms, chem lab, CMO office, and the OR's are all secure areas and not a crime.
