Why not just do the DNA lock thing that exosuits have? If marines don't protect one of their resources (trained personnel) they lose it.

Anyway, I am not for this kind of restriction.
But what actually I say is that, IF it's for the game to have a restriction of type kind in place, this must be implemented by code (not by rules).
