I have no idea how to make a good creative character halp. give me your idea's so Me and anyone else can steal them.

First, make sure your hair is the floor length braid. Second, your going to want to make its color a very vibrant and a neon-ish color. Then, you want to give yourself a overly complicated snowflake name like "Alrigoad Sailmanti" or something along those lines. Make sure your nickname is also extremely ridiculous like "Banhammer" or "Shiny Ditto". Follow all these steps and your on your way to becoming CM's next big meme.

Whether people believe it or not, ss13 is a roleplaying game. In roleplaying games, you are basically playing the role of an entirely different person.
Step 1. Building a Person
Every person fits a certain archetype. Humans are not as unique as you were taught to believe. Different? Yes. Singular? Definitely. But people can be catagorized into archtypes. If you don't know, an archtype is basically a subcategory of a larger picture. Basically imagine something like the classes in Final Fantasy. Black Mage, Warrior, White Mage, Rogue.
The way you catagorize people in real life can be taken into account in a roleplaying game. For example, the character I mainly use is a self centered egotistical douchebag. But you can design yours however you want, so long as it's easy to play as them.
If you feel it's easier being a nice soft person, design someone centered around that archtype. If you feel it'd be easier to be rude and obnoxious, design someone like that. Falling into any role is easier if that fictional character is like you are in real life. Notice: I used the word "like" not you yourself right down to the dot.
Decide who you want to be in the game on your own rules. The point of an RPG is to be a character in a story and help mold that story into something interesting, riveting, and fun. Don't play as someone you aren't interested in because your friend said to.
TL;DR: Think of what kind of person you want to play as that you would enjoy.
Step 2. Name and Features
As LordLoko put it, don't be a snowflake. Everyone wants to be that grizzled badass with a scar across their eye and a long dark history that shouldn't be talked about. But the truth is, most RPGs are meant to be played as a group. Nobody is the main character and nobody deserves special attention because they decide they don't want to conform to the crowd and would rather stand out.
Create a look for your character that you are comfortable with. It doesn't need to be fancy and make you feel proud, it just needs to make you feel content. You'll be seeing your character alot so if you don't like a feature, change it until you do.
You can pick any name for your character but I personally name them after I make them. Pick a name that suites your character. Or don't do that and pick something you like. Or let the game name your character. It's your choice but never settle for something you feel needs changed.
TL;DR: Design how your character looks then name them.
Step 3. Playing
Playing as your custom built character is easier said than done. As dumb as that sounds, being someone you are not can be a chore. Just remember, you don't need to stay on a path you predetermined. Nice people have tempers too. Mean people can sometimes feel charitable.
Sometimes you may not be able to play the way you want because the game took a different path. It can be hard to roleplay while getting attacked by aliens or vice versa. Adapt to situations as they come and play how you want to play during said situations.
TL;DR: Be flexible, not a robot set to a certain attitude or agenda.
That's all I can honestly say about the matter currently because I'm sleep deprived and my car kicked my ass while I tried to change the brakes.

Get a picture of your favourite hentai picture, zoom into your waifus face, take a snip and base your character off of it, make sure the snip is included in your flavour text.
Then, start talking about massive manslaughters your character's done as a teenager and how it sexually identifies something other and is part of different species like neko.

If you really can't think of character ideas, take a look at a bunch of military games, novels, movies, etc and take a character from there and build on them.
My suit character is based off of Hudson from COD: BO with more professionalism, for example.

Who:
Pick a reasonable name. However, if you must have an exotic name, the more 80's, the better. Rafe, Duke, and Feo are all acceptable.
Nicknames should be reasonable. Most nicknames are friendly insults or a shortened name. You might call them "Stinky" or "Shorty," but you wouldn't call someone "Kickass."
What:
What does your character do? Does your character have any vices? What are his/her hobbies?
When:
How old is your character? Look up the average age for the rank that you're going to play. A CO shouldn't be 18 and a Private shouldn't be 55.
Where:
Where is your character from? Keep in mind that USCM stands for UNITED STATES Colonial Marines. As such, your character should be American. Are you the laid back Californian? How about the saucy Rhode Islanders?
Why:
Why did your character enlist/commission? Was it your patriotic duty? Maybe you went out drinking one night and when you finally came to, you'd signed an enlistment form.
Step Two:
Appearance:
Give your character an eye color other than black and a hair style other than bald.
There's a nice selection of snowflake flavor items available at character selection.
Step Three:
Flavor text:
Flavor text should reflect what you physically see. It shouldn't include any inferred personality traits or things that are subject to change throughout the round. If you're missing both arms, you character probably won't still have a "playful smirk that makes you think she's up to something," but your feet will still be a size ten.
