I personally have not been playing the game that long, and I'm not a maestro in combat by any means. BUT I consider myself to be an above average command player. More often than not, I've seen so many command players have no idea what they're doing, going SSD not long after briefing or just general fucking about. Not knowing what you're doing is okay though cos I was in that position less than a month ago but I learnt on the job by actively figuring what to do or by asking people for advice.
Personally, I think command roles should require white listing, especially with the incoming influx of newbies. Shouldn't require too much scrutiny because if they have the drive to fill out an application and learn about the role, they're probably of the right mindset to play the role.
This isn't exactly an unorthodox idea, other servers whiteboard important roles like Captain etc etc.
This has been suggested before, too, I'm pretty sure.

Personally I think trying to enforce the rp guidelines won't really work(ever). But timelocks and whitelisting would be a GREAT idea in my opinion. Keep the shitlers out of command. Marines do better with no command instead of shit.command.

The problem with that RP guideline about "you must follow commander´s orders" is that it is very easy to bypass by giving different excuses. Either the "illegitimate order" excuse is given or the "I am following orders but just arrived" or the "I am following the orders but gotta do this and that".
As an alien it is much harder to disobey orders because the gameplay is much more simple. You either help the hive or hunt outside, there is no room for excuses if you disobey orders.

People just need to stop giving petty reasons to ignore orders and for staff to enforce role play quality more so.

Played as a Charlie Squad Leader, had few or more snowflakes taking ten minutes to respond in, called them out, they started bitching at me, "Oh so you called me a snowflake? I'll just join another squad." from a medic, despite asking to report in numerous times. She did so, whatever, no loss made. Everyone had finally reported in, new players being first, several veterans took a long time, whatever. Brief occured, initial Charlie orders were to patrol planetside, "fine, I hope they listen."
We deployed, four new players were obeying my orders and I made sure they're having fun and be safe under my wing. But of course, a medic and a standard veteran bitches about how they lost my lead, DESPITE THESE NEW PLAYERS FOLLOWING ME AROUND FOR ENTIRE ROUND AND NOT COMPLAINING. I started coordinating, these two veterans went back to Nexus for cuddles and fucking horrific "roleplay", whilst the cool newbies followed me. We patrolled around, met some obstacles, killed aliens, NOBODY DIED. Before I hear a standard that was IN NEXUS SOMEHOW DIED, AND THAT MEDIC WHO ALSO STAYED MOURNED OVER HER. Oh my God, what the fuck?!
Round ended, I was blamed for being a bad Leader and I'm the issue why nobody follows me, BY THAT FUCKING STANDARD WHO WAS DOING MEDIOCRE KISSES AND SNUGGLES IN NEXUS WITH A MEDIC. (These two players KNOW who they are.)

I've seen people leave the battlefield completely to rp with their friends on the Sulaco despite the marines being pushed off the planet. But I'm not really sure that's entirely out of place. CM, for a marine, is ultmately an rp experience. Shooting aliens is something you can do every round; enjoying some cool situations with someone you like as a player isn't something you get to do all the time. I think the real issue is the meta friending that takes place, where marines simply stick to who they know OOC instead of rping with randos and generally trying to act like a real person. On the topic of your leadership, I'm pretty sure the people who don't follow your commands dislike you OOC and consider you abrasive. That's why the randons were fine with your leadership, since they're not really familiar with you. There are a number of ways to take that, but it has little to do with snowflakiness.

If people want to waste time chilling together with their friends on USMC time for the sake of RP, they should enjoy chilling apart in the Brig for the sake of RP (and Marines not getting toasted by deadweight).
