Exactly when is it a good idea to use AP ammo? I find myself not even taking it as I've never noticed a major difference between AP and standard, and FF with AP is AWFUL.

So which aliens should I be using AP on? Does an ancient drone have "armor?" Or should I only use it on t3s?

Generally you want to use AP on any T3, Mature+ T2s and Elite+ T1s, though there's no real downside to just using AP against anything.

You forgot that AP does slightly less damage than the normal ammo making it a bit useless against T1s or fast T2s like hunters.

Does hollowpoint do anything useful against aliens? I still can't tell. I shot an ancient runner to death with it though with a couple other SO's also wielding pistols so it doesn't seem to be worse than ordinary FMJ.

Hollowpoint has great damage agaisnt unarmoured targets because it has more base damage but less armor penetration, T1's nightmare.
Nevertheless most of the time the people you come across are likely to have armor and xenos probably have armor too.

Are the underslung grenade launchers attached to Pulse Rifles now start empty? Every round I examine it and it says 0/2 UGL or something similar. I just want to make sure I'm not getting boned as a late join and having RO steal the grenades from the vendors or something.

Yes, and if I'm not mistaken, now can only hold one grenade, but I'm not 100% sure on that. It's the same on tac shotties.
