Where did they go? All I've heard is that they got bugged with health regeneration or something that made them too overpowered.
Hellhounds were great to fight against as both a marine and xeno, and playing AS a hellhound was one of my favorite experiences in the game.

Fairly sure they were a WiP project that was released perhaps too early for testing and need a few tweaks here and there which is probably what is happening now.

I think they should have some health buffs, currently they are too weak and die very fast for a group of marines, i've tested them out in the long forgotten bootleg CM server, they regenerated health over time but they were still VERY weak, they're fairly strong against humans, not sure about xenos, so probably need a damage buff for xenos too, that's all i know about them.

Hellhounds tend to utterly RAPE xenos, because many castes aren't fast enough to escape them, and they use darkvision, and can out-melee many t1-t2 xenos.
Marines tend to curbstomp hellhounds, because they can fortify easily, hellhounds have no ranged attacks or stuns, and 5+ guys with machine guns WILL shred a hellhound no problem.

They weren't balanced.

They were OP against Xenos since they couldn't be targeted with any xeno abilities.
However they were shit against marines and ranged weapons.
