Description of the incident:
So during the round in question I was playing as the CL, just doing my thing sending faxes and getting information. Once the marines landed on the planet they were able to find three colonists which were promptly brought back to the Almayer. Cesar gave an order that he speak with the colonists first regardless of what the CL said, I made the case that they are not marines and do not have to listen to his orders. Cesar made the case that it's his ship so his rules (I don't think any of this is yet rule breaking, just thought it was relevant). Once the colonists were rounded up and brought to CIC the command staff and myself gathered round for their interview.

The colonist William Wyatt did most of the talking and his story was that W-Y intentionally had dangerous alien embryos on the colony which a CL (not me) let loose on direct orders from W-Y to I guess fuck over their own colony? Anyways the other two colonists were adamant about this story and ganged up against me saying that W-Y basically tried to kill them. From the start of the interview it seemed that Cesar was going to take their side (which is fine, still falls under RP) and grilled me about W-Y's involvement in the colony's downfall. I tried poking holes in William's story, such as that he was claiming the CL on the colony had orders directly from W-Y to release hostile aliens on them, but how would a random colonist have any idea what the CL's orders were? Anyways I tried making a case for W-Y saying that William was just spouting random nonsense since he would have had no way to know anything he was claiming happened, and then Cesar ordered the MPs to remove me from CIC.

At this point I retreated back to my office to do what the CL does best, complain to W-Y IC and send faxes about how unloyal the colonists were and the lies they were spreading. I was in my office writing faxes for a while when I heard the glass in my office start to get smashed. I came out of my quarters and found William Wyatt, wrench in hand, smashing one of my windows and dismantling my chairs. I disarmed him and called the MPs to my office since this guy was committing a crime (destruction of property). William Wyatt ran off before anybody else arrived and the first person who came was Cesar McAllister, pistol in hand. I told him that William had been destroying my office and that I wanted him arrested. Cesar did nothing but warm William over the radio to which William Wyatt played dumb and denied that he'd ever even been in my office. I called for an engineer to come to my office and fix up the chairs that William had destroyed and everybody left.

I again went back to writing faxes in my quarters about how William had destroyed my office and how I wanted him fired etc. At one point an MT asked to be let into my office, but I didn't move since I had no idea what he was talking about. I heard what sounded like somebody fucking with an APC and suddenly my quarters lost all power. At first I thought William had returned to shit up my office some more but when I called the MPs to come help since I was completely trapped in my quarters Cesar himself got on MP comms and told them not to help me. Immediately then I knew that Cesar McAllister was behind it and had ordered an MT to come and destroy my office. So I was trapped in my tiny, dark quarters while I heard the MT dismantling tables and "renovating" my office. I was yelling over MP radio about how Cesar was breaking the law by abusing his power by destroying my office and locking me in my quarters, and the MPs started to ask Cesar what the hell he was doing. After ~10 minutes of being trapped in my office because of these shenanigans I was finally let out only to see that my office had indeed been completely destroyed (all tables + chairs destroyed, computer taken apart, APC fucked with, etc). Cesar was waiting in the office with an MP and William Wyatt. Cesar told me that my office was being re-purposed, and that I would have to find a nice broom closet to move to.

The CE got wind of Cesar's bullshit at this point and was yelling about how the XO needed to converse with the CE before renovating or changing the Almayer (which he didn't). Thankfully the MPs agreed that what Cesar was doing was complete horse hockey and were taking my side. It was clear by now that Cesar wasn't going to stop fucking with me and the CE made it clear that she wanted the MPs to remove him from command for his abuse of power. The MPs tried to arrest the XO however he resisted arrest and ran off, I then sent a fax to USCM high command requesting for permission to remove the XO from command. By now in the round the xenos were about to board the Almayer so everybody was focusing on other things so the XO was never punished ICly for the bullshit he put me through.

I'm not a mod so I wasn't sure if this fell over the line to an OOC issue or not. To me though it definitely felt like harassment just because the XO was clearly going out of his way to ensure that I had a shitty round. Since his intention was to kick me out of my office I'd pretty much be a bird with no wings since the only reason the CL exists is to write documents and fax them, which is pretty difficult with no fax machine.

If in your opinion this falls as an IC issue I'm not going to make a big deal out of it, I just personally felt that it crossed the line and I thought it would be better to report it and let the staff decide than do nothing.
