Description of the incident:
William Frost is an all around bad commander. He always calls for silly strategies that never work.
His roleplay as a commander is extremely questionable as well. During the time of incident, William Frost gave a survivor, Jordan 'Lizard' Cross, in pajamas the rank of Sergeant Major and made them into the marine ground forces commander at the snap of a finger, no roleplay, nothing. as XO I questioned this but was ignored. I tried to go along with what William Frost wanted but it was still very lowRP for a commander to do.
Shortly after this, he ordered a full planet evacuation for no apparent reason despite marines having aliens cornered in Research. Marines immediately went into an uproar about it. I went into cyro sleep from this point on because I couldn't handle what William Frost was causing anymore.
Another round from a few days ago I was William Frost's LT in Charlie squad in which he was specialist. Immediately from the get go he started cussing out the squad, saying that everyone sucked, and that he wanted a transfer to Alpha. He ignored all of command's orders and just sat with Alpha squad. I thought that this was extremely immature behavior coming from a person that is on the CO white list.
All in all, William Frost always seems so out of the loop, can never give decent orders, and does lowRP stuff unbecoming of a CO. I don't think he deserves to be on the list.

Well, that round sure was a clusterfuck, but I'll give my input here on it,

For this quote, I'm not sure how it even holds up, "silly" strategies are literally part of what I do as William Frost, whether they work or not is second degree of importance in the end, and we don't remove whitelists of Commanders for being bad at strategy or tactical thinking, otherwise we'd have a lot of removals already. I seek to deter from the meta, whether it works or not.

I've talked with Jordan Cross for a fair while after he somehow got himself access to the CIC, he seemed like someone that was pretty knowing of the colony (since he's the survivor, duh) and also someone that seemed reasonable (IC and OOC), after having some discussion with him I decided to give him the "rank" of Sergeant Major and the title of Ground Commander, because I wanted him to relay my orders to the marines on the ground, I got him dressed into his uniform and made sure he got geared properly before he got deployed, which did happen. As also you knew, the round was extremely packed - with the survivors, the CL, the mercenary event. I did not have any time to be able to go into a discussion with you after the colonist.
I'm not sure how you can use the uproar of marines as an argument to back your claim, some marines always go into an uproar when command gives orders, it's part of the command routine, you as a frequent XO player should know about it and sometimes this uproar is also completely misinformed. I don't really want to argue why I chose to evacuate the planet, but it was because I knew the marines were gonna lose the battle, alas they did and evacuation saved some. Coincidentially I had marines complaining that I evacuated too late and got marines killed.

This is a completely different situation, I wasn't even the CO at that time, so I'm not sure why you included it, but I decided to stick with Alpha since they seemed way more friendlier towards me than Charlie, including having you call me a retard in front of the entire Charlie squad in the radio. So I ditched my Charlie headset and got an Alpha one and sticked with them.
In conclusion I can only say, that yes, it maybe was a bit lowRP to have announced the colonist as Ground Commander, but I just wanted to have him something to do, because I know how boring being a Colonist getting ignored by everyone on the Almayer is, and he also said that it would be a good job for him, so I didn't see any harm behind it, especially since I already knew him OOCly to be a reasonable guy and also got to know him IC.

Wow, that was a round, especially with a parallel event of having mercenaries (that went pretty south thanks to a powergaming doctor)
I come here more as a player than a moderator.
Now as for Frost even tho I had issues with him (as one of the mercs) ICly, that was actually the only issue I had, he was pretty sound OOCly. At least from my point of view

This event has been reviewed by myself and a few other of the head staff and it's been agreed this is not an acceptable action by a Commander or any command staff. While Survivors can be promoted into the ranks by a Commander, a survivor (civilian) would not be instantly propelled that high of a rank and given command of multiple squads. You're free to have him as an advisor, order the Marines to listen to his advise, or even promote him to a low rank to help fill in for lost specialties such as Engineers, Doctors, and so on, but not to the extreme like this. For ExGame themselves, removal is not going to happen as we haven't had any real problems with Ex in the past so they will be warned due to the events discussed above.
