So to start off, no punishments are being handed out for this. The CO can launch the DS if he wants to, he's the commander. That said, COs do need to communicate with their crew, such as POs, when they do override them. I can be frustrating when the CO launches the DS when you weren't around/ready but ultimately they are free to. If a CO is going to do it, time may be of the essence so they can launch first and talk later, but do try to update and talk to your crew if you do things like these. CO is a whitelisted role and it's expected you're going to put in more than just the average player.
