What rule(s) were broken: Improper use of Battlefield execution.

Description of the incident: Oleg, 'Ice' Korolenko, from what I was told was minging and stole the CO boots, understandable the commnader was not amused and wanted him arrested, I first wokeup and found both the commander with a shotgun shooting the guy in debrifing (this is prior to the mission launch so its a cluster fuck) the guy survived and was promptly handcuffed and arrested when he was brought south of req. Once brought to security still in cuffs and in the process of being charged the commander Shot his head off saying it was a BFE however the rule says "if they feel that player is a threat to the mission. A command announcement of the situation and reason must then be made." he never made a announcement about this let alone minging and stealing boots doesnt seem like a thing to kill a person over, honestly I would have just thrown him in the brig for twenty or thirty minutes.

Evidence (screenshots, logs, etc): Flood of text and asking for help via admin to confirm if this was indeed breaking the rules was asked to make a report

How you would punish the accused: I do not want to see him punished I feel like a verbal warning for this would be best, but I am not the victim of this crime I just merely witnessed it.

not for me sadly, it didnt say anything regarding the current round... Also I was asked not by the victim but a admin to make this report I just saw the co kill a guy for a minge thing.

As was stated above. Only the person that was directing involved can make a report on this.

This is being resolved. Rule 6. If the victim wishes to make a report regarding these actions, he may choose to do so himself by creating a report.

Resolved - No action will be taken. Rule 6 was violated, you may not make a report for another player. Victim may choose to open up a report himself, should he feel a violation of the BE rule.
