What rule(s) were broken: Griefing, FailRP, misusing Commander role.

Description of the incident: A few minutes after the round start, Bailey was playing with the APC in Marine Prep, followed by (this has been reported IC, It may or may not be accurate) fiddling with the vents.
Bailey continued by running around, ignoring everything we were saying IC and just strolling around, enjoying the liberties his ID offers, and also collecting equipment from other departments, example of which an extended oxygen tank blatantly ignored us, avoided RP and carried on with his foolish behavior.
The situation escalated with multiple and repeated requests of explanation and then to stop, threats and insults, this culminated with a mutiny, where she got pacified peacefully and thrown in the Brig. When I was finally able to examine her in her cell, she already disconnected.


Evidence (screenshots, logs, etc): Not really, I'm sure you can check the server logs.
