What rule(s) were broken: You are a DOCTOR not a marine. You are authorized one single M4A3 Pistol for personal defense ONLY after the Sulaco has been boarded.
don't know if the incompetence rule applies here also but if it does, then that.

Description of the incident:
Went up to medbay, doctors ( don't know if it was CMO directly) filled cryo tubes with peri and dexalin. 2 infected marines, one was delta SL evan stelf, when the CMO finally got around to seeing him one of them burst, which was unfortunate but these things happen. he carried the SL into the OR, then 3 minutes later I went in, to see that he still hadn't started the operation after lying him on the table and knocking him out. CMO eventually started operating, on his leg, ignoring the infection. the SL burst. I noticed he wasn't wearing gloves, a mask or even a MedHud. I saw him take the body downstairs, but he didn't bring a clone back (although I don't know whether he just didn't try or he couldn't clone) I Ahelped at this point, and was told to get him brigged and demoted. he then went inside OT1, where of course we couldn't get. I had an engineer hack a prep vendor so we could get anaesthetic, as no MP were responding. later, a doctor opened the door, when it did so I quickly ran inside and jabbed him with anaesthetic, and dragged him to Brig. by this point he was wearing armor, and had at least one incendiary grenade. the MP's let me in and he was Brigged. I do not feel this was handled in round, yes, he was slightly punished, but just the sheer incompetence.

I am aware I myself broke a rule in doing this, by enforcing marine law when I was not an MP, and accept any punishment due to this.

I was watching the surgery the CMO messed up as a ghost, and he showed signs of extreme incompetence, took several minutes, repeated health scans, and manually checked pulse several times, like he was trying to figure out what it meant, then started surgery on the leg, despite being advised by 2 marines in the room. I also didn't see him talk at all to respond during the few minutes I watched this.
Would second medical job ban.

I was a witness to this incredible CMO. Easily one of the most ignorant players I've ever seen, in terms of basic SS13 mechanics and CM mechanics. He also never said a single word while I was round. I saw the surgery he did on the Delta SL (I watched him under the pretense of making sure that the Delta SL didn't burst) that round, and he literally opened up his leg and let him burst, even after me telling him for fifteen minutes to get the alien out. It was embarrassing to watch.

Just to say I was the one that responded to the ahelp, also I don't think he should be job banned permanently, but he should definitely get punished for picking CMO when he doesn't know what he is doing

a lot of this report requires photographic evidence as Logs don't show them equipping armour, weapons or grenade, Nor does surgery. However, I will speak to Jay Burns to ask what they saw.

On account of the incompetence of being a Doctor/CMO this really isn't something we ban for unless it's extreme incompetence.

I don't know if this would count, but when I was in the brig after he got caught and was stripped, and the MP put the incendiary on the table, I remember saying something like " he had a grenade" and the MP replied yes. I'm assuming that would be in the logs?

Ok, I've just contacted Jay Burns about what they saw, it appears that the CMO didn't have a grenade and that the MP had it. As for the armour, as of 06 Sep 2016 the Armour rule before boarding was REMOVED.

As for being incompetent as a CMO, this is why we have Mentors to teach said players. if you feel they NEED help, ahelp it with their name.

Suggested Punishment: Nothing on either side.
